BiXE 2009: City of Greater Dandenong

Greater Dandenong City Council has a BiXE 2009 of $0.38. This represents a 40% decrease against the BiXE 2008 of $0.63. This year’s result places Greater Dandenong well below the average Outer Councils' BiXE 2009 of $5.78 and shows that there is much room for improvement for Greater Dandenong to meet the recommended $5 per resident threshold. Dandenong has a 3 year BiXE average of $0.81.

Greater Dandenong City Council has opportunities to invest these funds into cycling infrastructure such as:
• Building viable access to the Train Station and into the Central Dandenong precinct
• Linking the 3 trails – Eumemmering Creek, Dandenong Creek and the new Dandenong Bypass
• Providing more on road bike lanes on Council-maintained roads, particularly around schools.

 

City of Greater Dandenong Bicycle /Walking Network Developments

 

20 November 2008  The City of Greater Dandenong’s 2002 Bicycle/Walking Strategy was reviewed in 2007 to develop bicycle and shared path connections for residential areas abutting the new 35 km EastLink Trial.

 

The City now has an additional 11km of shared user path with the provision of the EastLink Trail and an additional 5 km of shared user path along the Dandenong Bypass Trail at a total cost of $20 million primarily borne by Eastlink but also by Southern and Eastern Integrated Transport Authority (SEITA) and City of Greater Dandenong. This cost included land acquisition, pedestrian bridges, overpasses, signals, islands etc.. There are still some safety issues to be resolved such as crossing Oakwood Ave.

 

The Strategy review was necessary to take into account the new EastLink Trail, the developments in Revitalising Central Dandenong as proposed by VicUrban and the need to connect to the rapidly expanding development in the South Dandenong industrial area. 

 

Bicycle/Walking Improvements including new connections and rebuilt paths include:

 

Projects Completed:

 

• Installation of 60 direction signs in residential areas to direct cyclists/walkers to the EastLink Trail

• Alazea Cres - shared user path constructed through park to EastLink.  [Mel 81 B11]

• Pinewood Av - shared user path constructed through park to EastLink. [81 A12]

• Greaves Reserve – shared user path constructed to EastLink Trail from existing road. [89 K6]

Oakwood Park - Installation of two solar powered visual Walking and Cycling speed check devices in Oakwood Park beside the EastLink Trail – funded by Councils Public Art allocation. [89 K1]

 

Council has also been pleased to host a number of Ride to Work Day events involving local police, bicycle user groups, EPA and local schools.

 

Projects to be completed in 2008/09:

 

• Shared user paths connecting schools to EastLink Trail including Yarraman Park Primary School, Maralinga Primary School;

• Dandenong Creek Trial – continuing up grade of existing gravel path to 3 metre wide concrete path and upgrading of existing shared user path connections;

• Installation of an Exeloo toilet and bike rack in Oakwood Park as part of EastLink Trail.

 

Hopes for the future for cycling and walking in the City of Greater Dandenong

 

• A fully integrated and connected network plan including connections to the proposed Revitialised Central Dandenong and new industrial areas in South Dandenong.

• Major improvements towards a better on road network to complement the off road network.

 

Bicycle Strategy

Jul 2006 Greater Dandenong Council have this year budgeted to review their Bicycle Strategy to help further improve cycling in their municipality. Bicycle Network Victoria looks forward to working with the council on this initiative. Nov 2003 Council adopted a new bike strategy in October 2003. The strategy provided a change in focus from previous Council bicycle strategies by recommending 'on -road' cycling lanes to compliment the off road cycling network (including the Dandenong Creek Regional Trail).

The first project of the strategy is to provide an on road bicycle lane to link the Springvale, Noble Park and Dandenong CBD's along the railway line. Bicycle Network Victoria supports this as a top priority and visited council in January 2004 to discuss options.

The link was highlighted by the local Bicycle User Group and will provide a valuable east-west link on a road that is already popular. The project is currently being designed with implementation due by February 2004 (budget of $75,000).

Council recently developed a fold-out Z card bike map that highlights bike tracks and places of interest in and around Greater Dandenong. The map is available free of charge from customer service centres and libraries.
