The rules are the same across Australia but the penalties vary. Bicycle Victoria supports the higher penalties.

The penalty for riding at night without lights

Victoria                          $55 ( 0.5 penalty units)

In Victoria a motorist driving at night without lights is liable for a fine of $155 (1.35 penalty units).

Why Victoria has the highest penalty

Light Up! 2007

In 2007 Bicycle Victoria asked - during Light Up! 2007 - for the penalties to be lifted in Victoria from half a unit to a full unit or around $100. This was on the basis that a light set costs around $60 and the penalty should be higher than the purchase price.
